Purpose
This policy explains the circumstances in which HCC suspends, withdraws, or terminates a certificate, and the fair process it follows when it does. A certificate that no longer reflects reality undermines the trust HCC exists to protect, so this document sets out how such a certificate is dealt with.
Scope
This policy applies to every HCC certificate and to every certified operator, across all schemes.
Commitment to fair & transparent decisions
Decisions to suspend, withdraw, or terminate are based on evidence and taken impartially. HCC gives the operator written notice of the grounds, an opportunity to respond, and a clear explanation of what is required to resolve the matter where resolution is possible.
Conditions leading to suspension
HCC may suspend a certificate where there is significant non-conformity, where access for surveillance is refused, where the HCC mark is misused, or where a serious concern about a product's Halal status is under investigation. Suspension is a temporary measure; the public record shows the certificate as suspended while the matter is resolved.
Conditions leading to withdrawal or termination
HCC withdraws or terminates a certificate following major violations, fraud or misrepresentation, repeated failure to maintain conformity, or failure to resolve the grounds for a suspension within the time allowed. The public record is updated immediately, and the operator must stop using the affected certificate and mark.
Reinstatement of certification
A suspended certificate may be reinstated when the operator demonstrates verified corrective action; a follow-up audit may be required before reinstatement. A withdrawn or terminated certificate is not reinstated — the operator must reapply and undergo the full certification process afresh.
Communication & public clarity
Suspension, withdrawal, and termination are reflected in HCC's public verification service so that buyers, regulators, and partner authorities are not relying on a status that no longer holds. Where appropriate, affected partners are notified directly.
Right to appeal
An operator may appeal a suspension, withdrawal, or termination decision. Appeals are handled under the Appeals, Complaints & Dispute Resolution Policy by personnel who were not responsible for the original decision, and the outcome and its reasons are communicated.
