Purpose
This policy describes the framework of certification that Halal Conformity Center (HCC) offers and explains what a certificate's scope covers and how that scope is set. A certificate means little without a precise scope, so this document makes clear what is — and is not — included when HCC certifies an operation or product.
Scope of certification services
HCC certifies against the Halal requirements relevant to each scheme, drawing on the standards promoted by the national Halal authorities and coordination bodies in its partner network. A certificate confirms conformity within its stated scope; it does not extend to products, sites, or processes that were not assessed.
Depending on the scheme, a scope may encompass product and ingredient evaluation, facility audit, supply-chain verification, and oversight of handling, storage, and logistics where these bear on Halal integrity.
Certification schemes offered
HCC operates schemes across food and beverages, cosmetics and personal care, pharmaceuticals and nutraceuticals, chemicals and ingredients, and Halal-relevant services such as catering, restaurants, slaughter, and logistics.
Each scheme defines the criteria a product or operation must meet, the documentation required, and the form of assessment applied. The applicable scheme is identified at the start of every engagement so the operator knows what will be evaluated.
Basis for scope determination
Scope is determined by the nature of the product, the Shariah requirements that apply to it, the risk of cross-contamination with non-Halal materials, and the strength of the documented controls the operator maintains.
Where an operation makes both certified and non-certified output, the scope states clearly which products and lines are covered, and segregation controls are assessed accordingly. The scope is recorded on the certificate and reflected in the public verification record.
Flexibility & expansion of scope
HCC may expand or adapt its schemes as industries, regulations, and the standards of its partner network evolve. An operator may also request that an existing certificate's scope be extended — to new products, lines, or sites — under the Changes to Scope and Product Addition policies.
Any change to scope is subject to review and, where warranted, additional assessment before the change is reflected on the certificate.
Review & maintenance
This policy is owned by HCC management and reviewed at least annually, and whenever a scheme criterion or partner-network expectation changes materially. Questions about the scheme that applies to your operation may be sent to HCC at info@halalcc.org.
