Application, Audit & Certification Process Policy

Purpose

This policy sets out the process HCC follows to assess an application and grant certification, and the obligations that continue once a certificate is issued. It is written so that an applicant knows what to expect at every stage, and so that the process is applied transparently and impartially to all.

Scope

This policy applies to every application for HCC certification, across all schemes, and to the certification activities that follow a grant of certification until the certificate ends.

Overview of the certification process

Certification follows a defined sequence. An applicant makes an initial enquiry and receives the scheme criteria and a proposal. On acceptance, the applicant submits documentation — ingredient lists, supplier details, process flows, and Halal declarations for raw materials.

HCC reviews the documentation, then conducts an on-site audit where the scheme requires it, examining facilities, controls, and segregation. Any non-conformities identified must be closed with verified corrective action before a decision is made.

A certification decision is taken by personnel independent of the assessment, and a certificate is issued only when every in-scope element conforms. The certificate, its scope, and its validity are then published to the public verification service.

Post-certification obligations

Certification carries continuing duties. The certified operator must keep the product and process consistent with the approved scope, notify HCC in advance of any change that could affect conformity, and cooperate with scheduled and unannounced surveillance.

HCC verifies ongoing conformity through an annual surveillance audit during the certification cycle, together with documentation review and interim verification where a change or concern warrants it.

Suspension or withdrawal of certification

Where an operator does not maintain conformity, refuses access for verification, or misuses the certificate or mark, HCC may suspend or withdraw the certificate. The public record is updated to reflect the change, and the steps in the Suspension, Withdrawal & Termination Policy apply.
