Guidance for Applying for Halal Product Certification

This guide is written for organisations considering HCC Halal certification. It explains, in plain language, who can apply, what the process involves, and what you will need to prepare, so you can approach certification with confidence. It complements the formal Procedure for Grant of Halal Certification.

Who can apply for Halal certification?

Manufacturers, processors, packers, distributors, and food-service operators may all apply, as may producers of cosmetics, pharmaceuticals, and Halal-relevant ingredients and chemicals. Certification is open to any eligible applicant regardless of size or location, consistent with the Impartiality & Non-Discrimination Policy.

Eligibility criteria

To be eligible, an applicant must produce or handle products capable of meeting the Halal requirements of the relevant scheme, be willing to disclose ingredients, suppliers, and processes for assessment, and agree to maintain conformity and accept surveillance for the life of the certificate.

Overview of the certification process

Certification follows a clear path: initial enquiry and proposal; submission of documentation; document review by HCC; an on-site audit where required; closure of any non-conformities; the certification decision; and, once certified, ongoing surveillance.

Preparing for certification — key requirements

Before applying, gather a complete picture of your product: every ingredient and processing aid and its source, your suppliers and their Halal status, your process flow, and the controls you use to prevent cross-contamination with non-Halal materials. The more complete this picture, the smoother the assessment.

Step-by-step guide for applicants

First, contact HCC and identify the scheme that fits your operation. Second, complete the HCC Application Form and assemble your documentation. Third, submit for document review. Fourth, host the on-site audit where required. Fifth, close any non-conformities with corrective action. Sixth, receive the certification decision and, once granted, your certificate and public verification record.

Documentation required for application

Typical documentation includes a completed HCC Application Form, ingredient and formulation lists, supplier details and raw-material Halal declarations, process flowcharts, and a description of your segregation and cleaning controls. The exact list depends on your scheme and product.

Important considerations for applicants

Certification confirms conformity within a defined scope; it does not cover products or sites that were not assessed. Annual surveillance will be conducted to ensure continuous conformity, and you must report changes that affect Halal status before they reach certified output.
